While the United Nations watched and stalled, Sarajevo endured the longest siege of the 20th century at 1,425 days, until NATO's Operation Deliberate Force in August 1995 forced the warring parties to the table, ending the Bosnian War with the Dayton Agreement signed in Paris on December 14, 1995. Yet peace proved fragile: as the Kosovo Liberation Army, founded in 1996, escalated its guerrilla war against Serbian forces, the Racak massacre of January 1999 triggered NATO's Operation Allied Force on March 24, 1999, with 78 days of airstrikes that saw German jets in combat for the first time since World War II.
