Jamaica Floods The SAME Communities Every Year — Here's Why Nobody Fixes It
Jamaica floods the same communities every year. St. Thomas. Portland. St. Mary. Clarendon. St. Catherine. Kingston. The names appear in flood warning reports with the same regularity, year after year, decade after decade. And every time the water rises, the same question goes unanswered: why does nobody fix this? This is not a weather documentary. This is an investigation. In 2025, Hurricane Melissa struck Jamaica and caused an estimated US$8.8 billion in damage 45 lives lost, 150,000 structures damaged, 721 schools affected. Then, weeks after the storm passed, the same communities that survived Melissa flooded again this time from a regular trough event, not even a named storm. In Dover, St. Mary, residents said the post-Melissa flooding was worse than the hurricane itself. Why? Because the drains were clogged, the gullies were blocked, and the water had nowhere to go. In 2017, Prime Minister Andrew Holness promised a national drainage master plan. In 2019, his government said the National Works Agency had completed a comprehensive drainage study. It is now 2026. In June 2026, a new drainage study of Montego Bay revealed that the Barnett Street Bridge's capacity is exceeded by 1,600 per cent during major rainfall events. The plan to fix it is still "being assessed." Meanwhile, Jamaica's diaspora sent a record US$3.49 billion home in 2025 according to Bank of Jamaica data a significant portion of which went directly toward flood recovery: replacing appliances, repairing homes, covering lost income. The diaspora is, in economic terms, subsidising the government's chronic underinvestment in flood infrastructure.
