On October 28, 2025, Hurricane Melissa became the strongest and costliest storm ever to strike Jamaica. Total damage, losses and associated costs: J$1.952 trillion — US$12.2 billion. In December 2025, Parliament suspended the country's own fiscal rules, the same rules that took Jamaica from over 140% debt-to-GDP down into the low sixties and earned it a reputation as one of the few genuine debt-reduction success stories in the world. And in the middle of all of that, ten mega projects kept moving.
