A construction boom in the Russian capital has been going on for years now. In 2017 the government decided to tear down communist apartment blocks (infamous for shoddy construction): around 4,000 buildings from the 1950s and 1960s are being replaced with modern high-rises. A politically significant infrastructure program - the pressure on construction companies is high. We witness up close the tensions at one of the largest construction sites in Moscow. We experience how a huge apartment complex pops up out of nowhere. 150 finished apartment units are to be completed in 51 days. First residents are already scheduled to move in. No time for mistakes. Only if the workers place the walls in the right order at the predefined place, the building concept will work. According to the stringent timeline, workers have three days per floor. Working in shifts around the clock is essential. While the walls are being set up, the next tradespeople - electricians and plumbers - are moving up from below. Even the smallest delay triggers a knock on effect that throws the whole project back for several days. Exact planning is essential here. The first floor has to be perfect and without mistakes, otherwise it will stretch to the top floor. Some parts cannot be stored and must be delivered just in time and immediately installed correctly. Beyond the postcard image of Copacabana’s beaches, samba rhythms, and the towering statue of Christ the Redeemer, Rio de Janeiro faces a complex and deeply rooted reality. In some communities, armed criminal networks and heavily equipped police units operate in tense proximity. At times, this tension escalates into dangerous confrontations, placing both officers and residents at risk. In May 2021, a major police operation in Jacarezinho sparked national debate after it resulted in multiple casualties. Violence between rival groups and law enforcement continues to affect daily life in several neighbourhoods, with stray bullets and insecurity posing real dangers to civilians. We gained rare access to Rio's elite police unit, BOPE, to document their high-stakes operations. Their approach—swift and forceful—aims to dismantle organized crime, but not without controversy. Meanwhile, concerns about personal safety have led some residents to take protective measures. Gun ownership has increased since legal restrictions were eased under President Jair Bolsonaro, and debates about public security and personal freedom continue to divide opinion. This film offers an unfiltered look into the human impact of these tensions—on the communities navigating daily life in high-risk zones, on the police working in extreme conditions, and on a city caught between image and reality.
