The situation is worse than ever before: 70,000 minors are currently in American prisons, some in juvenile prisons, others in adult centres. To protect them from their fellow inmates, the prison administration often keeps them in isolation for months or even years. Several cases are particularly disturbing, such as that of Khalief Browder, accused of stealing a backpack. He committed suicide after finally being released after 2 years in pre-trial detention. Our reporter gained access inside some such ‘juvies’, and met with minors in the system. In Utah, the authorities are rethinking the conditions of detaining minors. In Texas, on the other hand, the principle is simple: major crime, major penalty. No excuses. This film reveals why so many minors end up behind bars, the main reason being the judicialization of society. Even in schools, police officers — not supervisors — now patrol the hallways. The so-called "CIW" is a women's prison in the Philippines, and constant vigilance is the top priority. Especially in the maximum-security wing. This is where the prison’s most dangerous PDLs are located. As if the sheer number of PDLs – “persons deprived of liberty” wasn't intimidating enough, one fact makes entering the prison even more dangerous for correction officers: they carry no weapons. The only way to verify that there isn't a single prisoner missing is by counting heads over and over again! A total of five times a day! The area within the walls almost resembles its own city. Large and small shops are spread across the site. And in some areas, they even handle dangerous objects, like scissors and knives. Protection around the prison is vitally important. Especially because the Philippine women's prison borders directly on a residential area, separated only by a wall. That’s where male correction officers stand guard.
