After negotiations failed to get the broom out of his cell, correctional staff assembled a tactical team to physically remove the teenager from his cell and place him in a restraint chair. Following the filming of this episode, Superintendent Dempsey--who had just arrived as the new superintendent at the facility--implemented a new way of working with teen offenders when situations like this arose again. He banned long-term segregation at the prison, ended cell extractions in all but extreme emergency situations, and implemented a counseling team to verbally de-escalate teens who were aggressive or combative. A third of the community is built on stilts along the lagoon and the rest is on the land. The waterfront part of the community is largely harboured by the Egunpeople who migrated from Badagary and Republic of Benin and whose main occupation is fishing. In July 2012, the Lagos State government ordered that some of the stilts beyond the power-lines be brought down without proper notice. This led to the destruction of several stilts on the Iwaya/Makoko waterfront and many families were rendered homeless. Makoko, Nigeria. Life in this sprawling shanty-town revolves around water. These labyrinthine waterways and houses-on-stilts at the edge of the Nigerian capital, Lagos, are what some three hundred thousand people call home.Founded as a tiny fishing settlement by West African migrants two hundred years ago, this slum-on-water has since grown into six districts.To city officials, the settlement is an eyesore, undermining Lagos’ image as Africa’s economic powerhouse.But to the people who live here, it is a dynamic community; a place of hopes and dreams; life and death. Year after year many people die here. The only time of the year when goods can be transported up to Northern Manitoba. A small town of 500 located in the Republic of Sakha in northeast Russia, it's widely regarded as the coldest inhabited town on Earth. Temperatures there average around -58° F during the winter months. Oymyakon has two main valleys beside it. These valleys trap wind inside the town and create a colder climate. However, children are still allowed to go to school if it is warmer than −55.0 °C (−67.0 °F). Some years the temperature drops below 0 °C (32 °F) in late September and may remain below freezing until mid-May. In Oymyakon sometimes the average minimum temperature for January, February, and December remains below −50 °C (−58 °F). Sometimes summer months can also be quite cold, but June and July are the only months where the temperature has never dropped below −10 °C (14 °F). Oymyakon and Verkhoyansk are the only two permanently inhabited places in the world that have recorded temperatures below −60.0 °C (−76 °F) every day in January. Deep in Russia’s frozen hinterland, where temperatures plunge and winters stretch endlessly, the residents of a remote town have built lives in one of the world’s most unrelenting environments. This is Oymyakon, a town of a few hundred people nestled between two valleys in Russia’s far-flung Sakha Republic. The town – a cluster of wooden houses whose foundations are sunk deep into permafrost – has earned the reputation of the coldest inhabited place on the planet. In temperatures reaching nearly -70 degrees Celsius, the people of Oymyakon have developed a distinctive culture. But two days' drive from the nearest city, the people’s way of life here is constantly imperiled by the sub-arctic conditions.
